Installing CVXOPT

1. Install Microsoft Visual C++ Build Tools

2. Install Intel Math Kernel Library

3. Install Python 3.6 (currently supported by cvxopt)

4. Install Python MKL --> Use PIP

5. Install numpy, scipy, cvxopt
